Mix the cornflour, plain flour, egg and salt and make a batter (add water if needed).
Heat a pan with oil and make the base with the batter (it should be round or square). Cook only one side. Heat another pan with oil and add ginger, garlic, carrot, capsicum, onion, cabbage, spring onion, soy sauce and tomato ketchup.
Fry till cooked (this is the filling).
Put the base in a plate, the cooked side on top. Put some filling in the middle and cover the whole filling without leaving a gap (like a rectangular parcel).
Now fry these rolls in a pan till golden brown.
