Why Don't You Sauté The Vegetables For The Chicken Barley?

Full question

I'm making Chicken Barley from At My Table. No salt and pepper is called for... is that on purpose? Also, curious why we don't sauté the vegetables before adding the other ingredients? Never seen this technique before.
