Our answer

Nigella's Coffee And Walnut Layer Cake (from KITCHEN) is a sponge cake that includes ground walnuts in the cake batter. The cake uses plain (all-purpose) flour and the leavening is a combination of baking powder and bicarbonate of soda (baking soda). Usually we do not recommend switching plain flour for self-raising flour as it can upset the ratio of flour to leavening agents.

However for this particular recipe the amount of plain flour plus baking powder is fairly close to the combination we would use for self-raising flour. So we suspect that you could switch the plain flour for self-raising flour, omit the baking powder but still include the bicarbonate of soda. But we would emphasise that as we have not tried this combination ourselves, we are unable to guarantee the results.
